The library, founded in 1963 at the Turkmen Polytechnic Institute, continued its work as part of the Turkmen State Architecture and Construction Institute (TSACI). In 2012, a scientific and technical library (STL) was opened within the new structure.
The STL provides access to scientific, informational, cultural and educational resources for its readers. Every year, the library serves about 4 thousand visitors, providing them with about 250 thousand books. The library's collection contains about 400 thousand publications in Turkmen, English and Russian.
The library collection is regularly updated with the latest publications, including books, teaching aids and periodicals corresponding to the areas of training. For the convenience of readers, an electronic library has been created on the basis of the educational portal of the institute.
The books of the Hero Arkadag and the esteemed President, presented in printed and electronic formats, occupy a place of honor in the library of the institute, providing free access for readers. In addition, the institute publishes in the electronic library digital versions of books and teaching aids created by teachers for state and private organizations of Turkmenistan.
Students of the Institute have access to a modern electronic library, created on the initiative of the President. An automated robotic scanner is used to create electronic copies of books.
In the Scientific and Technical Library (STL), readers have access to scientific and educational literature, publications of the construction and industrial complex of Turkmenistan, fiction and periodicals.
For the convenience of readers, the STL has catalogues and card indexes that provide detailed information about the collections. An electronic catalogue is also maintained, containing books and articles on construction, architecture and other areas.

By order of the esteemed President of Turkmenistan, electronic document management was introduced into the educational process at TSACI.
Internet access in the library provides teachers and students with the opportunity to get acquainted with the achievements of world science.
